The game is a sequel to the original ActRaiser, but the storyline is not directly connected to its predecessor; however, many plot details suggest that ActRaiser 2 may actually be set before the events of the original ActRaiser, or takes place in another universe entirely. Otherwise, the given story draws concepts from the famous religious epics Paradise Lost and the Divine Comedy. Unlike the original game, which alternately combined platform game sequences and god game sequences, ActRaiser 2 is only a platform game.

The second Lotus game shifted focus to arcade-oriented gameplay. Being the first of the series released for a game console (for Sega Genesis/Mega Drive under the title Lotus Turbo Challenge), the fuel limit and difficulty levels were dropped, and the lap-based levels were replaced with course-based time trials, (not unlike arcade games such as Out Run), with the player required to complete each course within a specified time to qualify for the next one. In addition to the Esprit Turbo SE, Lotus Turbo Challenge 2 also featured the Lotus Elan SE, hence 'Esprit' being dropped from the title. There was no choice of car however; the player runs with the Elan SE on odd levels, and with the Esprit on even levels. Lotus 2's single-player mode uses all of the game screen instead of half, and opponent cars appear in a variety of colors (opponent cars in the original game were all white). However, music is absent from racing altogether; the player instead hears the car's engine sound. Lotus 2 was developed for the Amiga an

Unlike Technos' subsequent game Double Dragon, the playing field is limited to one two-screen-wide area (a subway platform, a harbor, an alley, a parking lot and the hideout of a gang) and does not scroll continuously. Out of the four stages in the game, the first, second and third each begin with the player fighting a group made up of two different types of small fry enemies: one with fewer hit points and a stronger attack (usually armed with a weapon) and one with more hit points, but with a weaker attack and the ability to grab the player from behind, making him vulnerable to other enemies' attacks. When only three underlings remain (in any combination of the two) their boss will come in from the sidelines and join the fight. When the boss is defeated, any remaining enemies retreat off the bottom of the screen, and the stage ends. The second stage follows this same formula, but begins with a series of enemies riding motorcycles trying to run the player down, and brings in the normal enemies once the bikers have
